Jesus, nothing happens unless permitted by the Lord. That is not to say that mankind didnt have a hand in directing a storm, but before satan’s minions could act to guide it with technoloogies, they had to have permission. So you are indeed correct that it is the Lord’s doing but all is so you arnt really sheading light onto anything.
